Dina Lohan Seeks $5 Million and Tina Fey

Dina Lohan apparently thinks she's Dina De Laurentiis ... because she's telling investors she can snag some of the biggest actors in Hollywood for her new movie.

TMZ has obtained a copy of the business plan Dina's sending to prospective financiers -- asking for a grand total of $5.28 million to shoot an R-rated film called "Growing Defiant" -- which takes "a hard look at the social pressures that can lead a kid in the wrong direction."  Hmmm.

According to the business plan, the actors she'll go after include Dakota Fanning, Selena Gomez, Michael Cera, James Gandolfini, Susan Sarandon, Tina Fey, Amanda Seyfried, Hayden Panettiere, Emma Stone, and Mila Kunis ... oh, and Michael Lohan, Jr. in the starring role of a heroin addict.

Now here's the best part.  There's an asterisk at the bottom of the plan, which reads, "The cast listed above is a suggested cast list only.  Michael Lohan is the only cast member who has been signed."

And Dina apparently thinks big actors will do anything to sign on, because she's allotting a grand total of $1,125,000 for actors' fees.

Judge Stuffs Gilbert Arenas Attempt to Block 'Basketball Wives'

Gilbert Arenas' ex-fiancee is free to talk smack and get in as many catfights as she wants on "Basketball Wives LA" -- thanks to a federal court decision today.

A judge ruled against the NBA star's request to block Laura Govan from appearing on the show and mentioning his name.

The judge said Gilbert's claim that details of his family life should not be aired on the reality show -- is undercut by the fact he has "tens of thousands of Twitter users who follow [him] as he tweets about a variety of mundane occurrences."

Arenas has 51,103 Twitter followers. He and Govan have 4 children together.

Law enforcements sources tell TMZ -- Howie was out of town when a maid discovered an open door in his L.A. area home.

We're told it's unclear if anything was stolen -- but Howie's people filed a police report anyway.

Howie is now conducting an extensive inventory of the home -- to make sure nothing is missing.

Law enforcement sources tell us ... cops have a few "strong leads" on the case.

The other reads "333" -- and we're told the numbers are significant because they were handed down to him by God. Go figure.

Mayweather -- My Obnoxious Partying Is Just An Act

Floyd Mayweather claims the only reason he parties his face off at nightclubs ... and passes out booze ... and flashes money ... and otherwise acts like a complete a-hole ... is JUST to promote his fights.

It's all in legal docs filed by Pretty Boy Floyd as part of his ongoing war with Manny Pacquiao -- this time, Mayweather responded to allegations that he was irresponsibly partying around the country instead of attending a deposition.

In the docs, obtained by TMZ, Mayweather claims the nightclubbing is "not random acts of partying, but calculated promotional events designed to appeal to his fan base and maintain his public presence."

Mayweather acknowledges that "many people hate him" because of his "Money" Mayweather alter ego -- but explains, "If even those who dislike him are willing to pay for the privilege of watching the fight, he is more profitable."

Mayweather also declares that he "does not drink, smoke or take drugs."

The fighter insists he MUST participate in these "promotional activities" -- and that's one of the reasons why he did not appear to be deposed on any of the dates requested by Pacquiao's camp.

So, we gotta ask ...
